Dubai Cares, in partnership with United World Schools (UWS), built four community schools in the Ratanakiri and Steung Treng provinces of Cambodia to serve tribal and ethnic minority communities marginalized in these remote areas. These communities were previously beyond the reach of the government education system, which did not accommodate non-Khmer speakers. In most of these communities, literacy and numeracy rates were near zero, and poverty was widespread.

Each of the four schools comprised two classrooms designed to accommodate over 100 primary school-aged children. The program hired two community teachers for each school, alongside at least two government teachers depending on the size of the community. Dubai Cares sustained the schools for one year before supporting the transition to a different funding model. The construction of the schools proceeded as planned, and early engagement with the local communities led to strong initial enrollment, with a total of 247 students across the four schools. Additionally, two government teachers received training and professional development support.
