Dubai Cares, in partnership with Anera, implemented a program focused on improving early childhood centers to meet the needs of Early Childhood Development (ECD). The initiative supported the enhancement of ECD pedagogy in preschools and promoted better early childhood care and development within the community.

A key part of the program was its strong emphasis on literacy, which included the design and development of Hayya Naqra packs aimed at encouraging emerging literacy skills and fostering a love of reading among preschool children.
