Dubai Cares worked with STIR in Uganda to improve teacher motivation, teaching practices, and student learning through the Teacher Development Program. The program aimed to rebuild the teaching profession and raise learning outcomes for students across Uganda. Evidence showed that committed, open-minded, and capable teachers were essential to addressing the learning crisis. STIR and Dubai Cares believed that improving teacher motivation would lead to more effective teaching practices, ultimately resulting in better student learning outcomes. At the core of the program’s approach to teacher development was the formation of local Teacher Changemaker Networks, which supported teachers in their professional and personal growth.

The program focused on developing teachers’ mindsets and behaviors, building an enabling school environment for teachers, and enhancing their pedagogical skills and knowledge to ensure long-term, sustainable improvements in the education system.
