Dubai Cares in partnership with UNESCO, launched a program to build the capacity of four Member States — Egypt, India, Cameroon, and Eswatini, to develop, implement, and sustain resilient Early Childhood Care and Education (ECCE) systems. The goal was to ensure every child receives a fair start in life through access to holistic early development opportunities.
The program sought to catalyze transformative change by offering a prototype ECCE system that countries could adapt to their national contexts. It also provided technical support to help these governments transition to a systemic approach, integrating key components such as policy, strategy, programming, regulation, institutional development, financing, and monitoring and evaluation — all designed to promote coordination, coherence, and inclusivity in ECCE delivery.
