Dubai Cares, in partnership with Save the Children, supported the second phase of the Improving Children’s Literacy in Sri Lanka program. Building on the success of the initial phase and a positive final evaluation by TANGO International, the program expanded the Literacy Boost model in the Northern Province, a region with a majority Tamil population and persistent educational disparities.

This phase addressed the national learning crisis by equipping students with foundational reading skills through Literacy Boost’s three core pillars: assessing students’ literacy levels, strengthening the capacity of teachers, school leaders, and government officials, and engaging families and communities to foster a culture of reading. The program was aligned with Sri Lanka’s National Action Plan on reading and integrated into the Education Sector Development Framework and Program, following sustained advocacy efforts by Save the Children. It reflected a strong commitment to using evidence-based interventions to improve literacy outcomes, particularly for children most at risk of falling behind.
