Dubai Cares’ partnership with Education Sub-Saharan Africa (ESSA) marked its first investment in tertiary-level education. This pioneering collaboration responded to the rapid expansion of the tertiary education sector across the region, which, despite its growth, has remained plagued by inequities in access, inefficiencies in delivery, and a disconnect between academic offerings and the evolving demands of the labor market. The program aimed to bridge these gaps by enhancing the quality, relevance, and accessibility of higher education across Sub-Saharan Africa.

Through this program, Dubai Cares supported a multi-faceted approach designed to build capacity within tertiary education institutions, ensuring they are equipped to meet the growing demand for quality education. The program also worked to strengthen the employability of students and graduates by aligning curricula with market needs and facilitating meaningful engagement with employers. Leadership and managerial development were central to the program, empowering higher education institutions with the governance and vision needed to drive systemic change.

Furthermore, the program emphasized knowledge transfer and the creation of public goods, ensuring that research, data, and innovations generated through the initiative would be widely accessible and capable of informing policy and practice across the region.
