Dubai Cares worked towards mainstreaming continuous assessment in the Zambian education system by building the capacity of relevant personnel within the Ministry of Education, Science, Vocational Training and Early Education (MESVTEE). It provided policymakers and teachers with the necessary tools and skills to measure student learning and to use those findings to improve the quality of education, aligning with the key questions set by the Learning Metrics Task Force (LMTF).

The program aimed to train core support teams at both provincial and district levels to establish a clear and robust structure for cascade training and coaching. It also collaborated with key stakeholders to develop a quality assurance framework for the training, organized and hosted learning visits and meetings for LMTF delegations, and documented the process by developing a case study for dissemination across the broader LMTF networks.
