Dubai Cares helped in building partnerships between NGOs and education sector ministries to promote primary education, especially for girls, and ensured it was on the agenda of decision-makers and the general public. The program covered various levels, including school-based interventions, policy dialogue and advocacy for budget allocation discussions. Targeted interventions were measured and aimed to make a real difference in the field, while at the same time providing an example that was scaled up and fed into the policy discussions.
