Dubai Cares worked with STIR in Uganda to improve teacher motivation, teaching practices, and student learning through the Teacher Development Program. The program aimed to rebuild the teaching profession and raise learning levels for students in Uganda. Growing evidence showed that committed, open-minded, and capable teachers were essential to addressing the learning crisis. STIR and Dubai Cares believed that enhancing teacher motivation would lead to more effective teaching practices, which in turn resulted in better student learning outcomes. Central to the program’s approach was the establishment of local Teacher Changemaker Networks that supported teachers by developing their mindsets and behaviors, building an enabling environment, and enhancing their pedagogical skills and knowledge.
