Dubai Cares in partnership with Plan International, launched RAISE program to support adolescent girls and boys from poor rural households in Masbate and Northern Samar, two of the Philippines’ most disadvantaged provinces. The program targeted out-of-school youth and those at risk of dropping out, aiming to reduce barriers such as poverty, gender discrimination, and child labor.

RAISE also focused on building social, personal, and financial assets, particularly for girls, by providing access to quality formal and alternative education. Through this holistic approach, the program equipped adolescents with the skills and confidence needed to reach their personal and financial aspirations.

Key activities included improving access to primary and secondary education for marginalized youth and supporting their overall development through targeted capacity-building initiatives.
