Dubai Cares implemented a bilingual education program aimed at enhancing and scaling up the government-driven bilingual education policy in Senegal. The program was designed and carried out to reduce student drop-out rates caused by linguistic barriers, by promoting an effective teaching model that incorporated both French and local dialects.

The program focused on strengthening teacher training, particularly in instructional methods using mother tongue languages. It also supported the supervision of teachers and ensured quality education through the capacity building of education inspectors. Additionally, the initiative enhanced and distributed teaching and learning materials in mother tongue languages across different grade levels. To increase access, the program included the addition of 100 new classrooms during its first year. Furthermore, it raised awareness among Parent Teacher Associations (PTAs) and community members about the importance of bilingual education, while also fostering dialogue with national-level stakeholders to influence education policy.
